Governor Gregoire is Holding Government Accountable

Governor Chris Gregoire believes every state agency and program must be visibly accountable to Washington citizens. The Governor’s approach to accountability requires agencies to regularly measure and report the effectiveness of the services they provide, so that problems can be identified and fixed. To accomplish this, she:

  • Personally presides over regular performance reviews of key agency services. The face-to-face dialogue is frank, direct and open to the public.
  • Insists that agencies base their decisions on data that accurately reflects what’s working and what’s not.
  • Publicly acknowledges agency directors and staff when they achieve results – and challenges them to solve the problems when they do not.

State social workers are ramping up their effort to make monthly visits to the 12,000 Washington children who have been designated by courts as dependents of the state, according to a written GMAP accountability report this week to Governor Chris Gregoire.

By June 2009, leaders of the Department of Social and Health Services expect staff members to visit monthly with 95% of dependent children who are (1) living in their families’ homes; (2) under the age of 6 and living with unlicensed relatives, and (3) over 6 and living in foster homes or with unlicensed relatives. Currently, the rates of monthly visits range from 69% for older children to 79% for the other two groups. More...

Prison violence is down, the number of parole violation hearings held on-time is up, and results are mixed on efforts to improve recruitment and retention of corrections workers, according to a GMAP report released today about programs at the Department of Corrections.

Here are several highlights of the written report provided to Governor Chris Gregoire and her leadership team:

There was a 25% reduction in the rate of violent infractions per 100 inmates between January and July 2008. In addition, there was a 43% reduction between FY 2007 and FY 2008 in the number of assault cases in which benefits had to be paid for medical care or time lost from work. More...
